Both lights don't adjust? or just one?

Most of the time it's just the motor in the headlight unit. It's a piece of cake to repair, and cost around 50 euro each.

It can be that yours are just stuck. Try to adjust the lights with the switch and while you turn the switch just hit your headlight units with your hand. Sometimes they will function after that.
