Do you have photoshop?
That's got a really simple way of chopping and saving all the pictures.

Use the slice tool (top right on the toolbar) to divide the pic up then you can say 'save for web' and it'll make a folder with all the separate gifs (and some html you can bin) then you can just batch resize them with irfanview and you're done.
