Programmes like MIRC allow you set up a channel, you have operators, pretty much like admin and mods on here. Used to be an op on a couple of channels years ago and set up a channel once, was pretty good.

Monitoring is necessary to an extent but you can have private rooms for members only and easy to creat a bot which will kick someone out of the channel for swearing or whatever.

Not as difficult to monitor as this site perhaps, IMO.
