Hi,

That doesn't sound good! But surely will be covered by warranty?

I had a diamond white XR2, really nice white, had it for 10 years. I don't know whether it is called "fallout" or not, but I can say if you looked closely every week you could see lots of tiny tiny rust specs, these just needed polishing off. White seems to do it. Maybe you car had simply been left in a compound in all weathers and the garage didn't bother to bufty it up properly for sale to you.

Painted metal, let alone vehicle paint will not rust under normal circumstances in that sort of period.
It might be useful to get some picture up so that we can see it.

Where exactly on the car is it - if it is "all over" as you say, this would include plastic parts such as the bumpers, obviously they will not rust(!).

Get a clay bar kit from Halfords and DIY! All the car needs is a damned good polish. This link gives an excellent insight & explanation into fallout
