We do at the moment. If this gets passed you effectivly loose your copyright.

Say someone wants to use your pic. They can go to the gov and say they want to use it. If they can show they have looked for the owner of the pic but not found the owner they pay the gov a small fee and you loose the copyright on your pic and the get to use it

Think that makes sense.

Yet at the same time the gov are doing what they can to stop the copyright being breached in the music business (illegal music downloads)

Actually more than that from what it says. It seems to be that even if they do know who the photo belongs to they can still use it for commercial purposes without permission simply by paying a fee to the government.

No, if you read it closely it means that anyone can use someones photos regardless of whether the taker can be found as long as they pay a fee to the government.

In short yes. As long as they say they can't find the owner.

The photographer suffers by not getting paid and the gov and end user get gains for doing nothing.

It shouldn't do. The Digital Bill was passed by the Commons yesterday, so the House of Lords would have to pass an amendment to re-insert the clause. If that happenned then it would have to go back to the Commons to be voted on again, and there wouldn't be time before the election.

It's a bill about all sorts of things to do with digital media. Apart from this issue - which was removed - it covers various things including forcing ISPs to disconnect customers for illegal downloading, and paving the way for analogue radio to be switched off in (I think) 2015.
