My bro works for a large german car company, so we used a machine to calibrate it to be as bright as possible, yet still being legal, for a the highest setting is '0'
The problem with HID's on a is that the car isn't designed for the HID's in the first place, when you go over a speed bump the light beam will jump up and blind oncoming drivers. Cars like Audi's or BMW's automatically adjust the HID beam, thus being legal.
Although changing a headlight bulb on the is the simplest thing to do, just glad I don't have a Renault Renault Megane - Fifth Gear
