aftermarket HIDs will not require washers or auto leveling in NL from April 2012

Speeding doesn't fail the MOT.
Using a mobile doesn't either.
Number plates are lol.

Don't get me wrong, HID's are GREAT, but the hassle of changing them over for the MoT and if you get pulled is way to much hassle lol.

Each to their own though.
