I don't think a bit of water on the outside of the filter will do harm, it's not like water is going to be flooding into the cylinders... but then again it doesn't seem ideal if the engine is being fed with water spray.

For peace of mind some kind of sheet metal airbox might help shield it, it just depends where the cold air feed is and whether the water is coming in with the cold air or if it's getting sprayed from somewhere else
