Its to stop the pedal travel going to the floor. Simply a stopper of sorts. You will have already got that throttle body wide open when you have it pushed down as far as possible!

when I bought the car I though it was a restrictor as well so u couldn't push the car flat out! but think the car is made like that! the colour is the same as the exterior colour of ur car! make it easy to recognized what paint colour is the car if ever it got respray!
