Quote: i believe its software controlled cause the new rules were meant to limit it to 10% or 50% (think it was 10 but RB complained and got it up to 50, then mclaren complained)
It was meant to be 10% and we've known for some time that this would be the case from the British Grand Prix onwards. However, Red Bull complained that they hadn't had enough time to test this on their cars and were worried it could cause them to blow up (or words to that effect). This led to it being upped to a 50% rule after Friday's pratice and a very public spat between RB and McLaren. We then had another u-turn on Saturday morning by the FIA, reversing Friday's decision, before more meetings were held and yet another u-turn (the FIA guys must be getting dizzy!) 30 minutes before qualifying into some compromise that AFAIK hasn't been made public yet.
