I work for a firm and we have 3500 vehicles on our fleet. We are often getting in pre-reg's as this helps our dealers boost their sales to the manufactures. Basically, lets say you are set a target by Ford to sell 10 ST's in a month, you would pre-reg these to your dealer as then it appears a sale is made. Goes a bit more in depth than this but really is nothing to worry about.
