Personally I think that too many 'bad drivers' still slip through the net, and I actually think that the test doesn't go far enough and should be harder. As soon as I passed my test I went on to do the IAM test, I think that the pass plus scheme thingy should be compulsory for all new drivers, it just gives a bit of extra experience, and at the end of the day its only good experience that can make you a better driver, not having a little piece of paper that says you can.

The whole engine size limiting idea is pretty good too, although I think that it is partly achieved by insurance companys anyway charging so much for young drivers. If I wanted to get insured on anything above a 1.4 when I first passed my test, I would have had to sell my liver!
