With Petrol prices the way they are no manufacturer would bother. They'd do the sensible thing and shut it all down and turn their hands to finance seeing as thats were all the monies made anyway.
All car manufacturers will have to meet new pedestrian impact criteria (look at the new pug 408) but it only means increasing the gap between the top of the engine and the bonnet (to give the bonnet more flex) and a slightly longer nose (so your head doesn't hit the windscreen). Nothing major enough to add £3k to a car.
EU would be better off enforcing road safety lessons in schools. When I were a lad <gets pipe and slippers> we had the green cross man and the tufty club. They don't have anything like that drilled into them these days.
