They are given in the manual as fog lights not driving lights and if you get caught you will get done for using them when it's not foggy.

I see so many people get away with it where im from even the old coppers sometimes have their on!

I dug around on the directgov wbesite and found this

so if it is raining, i should be within law alowed to use them or is it the police officers disgression?
