does any one know if a 7.0x17's @ et16 = 116mm back spacing with the 4 bolt PCD of 108mm and 65.1mm centre bore wheel would fit the Fiesta ST?

No .. 
The stock wheels have an offset of ET52.5, these wheels you are looking at have an offset of ET16 ... that's a 36.5mm difference!
You can only go an extra 15mm maximum on the front of the ST before the wheels stick out past the guards (ie: ET38 offset) .. in your case the wheels would stick out 16.5mm past the guards with that ET16 offset, way too much!

Is that offset on the stock wheels definitely right? I thought it was somewhere around 36 although this is not from personal experience, only what i've seen around so i'm happy to be corrected.
